Do you mean the 1.2.13 release of SDL_Image? Have you tried an earlier release instead?

1.2.13 is the latest version of the main SDL.dll, not the SDL_image.dll. Both WinRottGL and Ken's Labyrinth runs fine with this SDL.dll.
